BIG BREAKING: भारत में GDP के अकड़े जारी,जून तिमाही की GDP में 23.9% की ऐतिहा​सिक गिरावट

दिल्ली . कोरोना संकट की वजह से अप्रैल से जून की इस वित्त वर्ष की पहली तिमाही के सकल घरेलू उत्पाद (GDP) में 23.9 फीसदी की ऐतिहासिक गिरावट आई है. सांख्यिकी और कार्यक्रम क्रियान्वयन मंत्रालय ने वित्त वर्ष 2020-21 की अप्रैल से जून तिमाही के लिए जीडीपी के आंकड़े जारी कर दिये हैं.

थोड़ी देर पहले आए कोर सेक्टर के आंकड़ों ने भी निराश किया है. जुलाई महीने में आठ इंडस्ट्री के उत्पादन में 9.6 फीसदी की गिरावट आई है. मंत्रालय के आंकड़ों के अनुसार, पहली तिमाही में स्थिर कीमतों पर यानी रियल जीडीपी 26.90 लाख करोड़ रुपये की रही है, जबकि ​पिछले वर्ष की इसी अवधि में यह 35.35 लाख करोड़ रुपये की थी. इस तरह इसमें 23.9 फीसदी की गिरावट आई है. पिछले साल इस दौरान जीडीपी में 5.2 फीसदी की बढ़त हुई थी.

गिरावट की वजह

गौरतलब है कि इस तिमाही में दो महीने यानी अप्रैल और मई में लॉकडाउन की वजह से अर्थव्यवस्था पूरी तरह ठप रही है और जून में भी इसमें थोड़ी ही रफ्तार मिल पाई. इस वजह से रेटिंग एजेंसियों और इकोनॉमिस्ट ने इस बात की आशंका जाहिर की है कि जून तिमाही के जीडीपी में 16 से 25 फीसदी की गिरावट आ सकती है. अगर ऐसा हुआ तो यह ऐतिहासिक गिरावट होगी.

औद्योगिक उत्पादन के आंकड़ों, केंद्र और राज्य सरकारों के व्यय आंकड़ों, कृषि पैदावार और ट्रांसपोर्ट, बैंकिंग, बीमा आदि कारोबार के प्रदर्शन के आंकड़ों को देखते हुए यह आशंका जाहिर की जा रही है.

रेटिंग एजेंसियों का अनुमान

जानकारों का कहना है कि मैन्युफैक्चरिंग, निर्माण, व्यापार, होटल, ट्रांसपोर्ट, संचार आदि सेक्टर देश की जीडीपी में करीब 45 फीसदी का योगदान रखते हैं और पहली तिमाही में इन सभी सेक्टर के कारोबार पर काफी बुरा असर पड़ा है.

रेटिंग एजेंसी इकरा ICRA ने जीडीपी में 25 फीसदी की गिरावट का अनुमान लगाया था. इसी तरह इंडिया रेटिंग्स ने जीडीपी में करीब 17 फीसदी की गिरावट का अनुमान लगाया था. भारतीय स्टेट बैंक के ग्रुप इकोनॉमिक एडवाइजर सौम्य कांति घोष ने जीडीपी में 16.5 फीसदी की गिरावट का अनुमान लगाया था.

क्या होता है जीडीपी

किसी देश की सीमा में एक निर्धारित समय के भीतर तैयार सभी वस्तुओं और सेवाओं के कुल मौद्रिक या बाजार मूल्य को सकल घरेलू उत्पाद (GDP) कहते हैं. यह किसी देश के घरेलू उत्पादन का व्यापक मापन होता है और इससे किसी देश की अर्थव्यवस्था की सेहत पता चलती है. इसकी गणना आमतौर पर सालाना होती है, लेकिन भारत में इसे हर तीन महीने यानी तिमाही भी आंका जाता है. कुछ साल पहले इसमें शिक्षा, स्वास्थ्य, बैंकिंग और कंप्यूटर जैसी अलग-अलग सेवाओं यानी सर्विस सेक्टर को भी जोड़ दिया गया.

जीडीपी दो तरह का होता है नॉमिनल जीडीपी और रियल जीडीपी. नॉमिनल जीडीपी सभी आंकड़ों का मौजूदा कीमतों पर योग होता है, लेकिन रियल जीडीपी में महंगाई के असर को भी समायोजित कर लिया जाता है. यानी अगर किसी वस्तु के मूल्य में 10 रुपये की बढ़त हुई है और महंगाई 4 फीसदी है तो उसके रियल मूल्य में बढ़त 6 फीसदी ही मानी जाएगी. भारत में हर तिमाही जो आंकड़े जारी होते हैं वे रियल जीडीपी के होते हैं.

क्या होता है इसका आम आदमी पर असर

जीडीपी के आंकड़ों का आम लोगों पर भी असर पड़ता है. अगर जीडीपी के आंकड़े लगातार सुस्‍त होते हैं तो ये देश के लिए खतरे की घंटी मानी जाती है. जीडीपी कम होने की वजह से लोगों की औसत आय कम हो जाती है और लोग गरीबी रेखा के नीचे चले जाते हैं. इसके अलावा नई नौकरियां पैदा होने की रफ्तार भी सुस्‍त पड़ जाती है. आर्थिक सुस्‍ती की वजह से छंटनी की आशंका बढ़ जाती है. वहीं लोगों का बचत और निवेश भी कम हो जाता है.

जीडीपी रेट में गिरावट का सबसे ज्यादा असर गरीब लोगों पर पड़ता है. भारत में आर्थिक असमानता बहुत ज्यादा है. इसलिए आर्थिक वृद्धि दर घटने का ज्यादा असर गरीब तबके पर पड़ता है. इसकी वजह यह है कि लोगों की औसत आय घट जाती है. नई नौकरियां पैदा होने की रफ्तार घट जाती है.
