ऑनलाइन पोर्टल्स और कंटेंट प्रोवाइडर्स पर मोदी सरकार का बड़ा फ़ैसला, अब सूचना और प्रसारण के अंडर ये होंगे नियम कानून
@AdityaTripathi ऑनलाइन पोर्टल्स (Online Portals) और कंटेंट (Content) देेने वाले इंटरनेट प्लेटफार्म्स को लेकर केंद्र सरकार ने बड़ा फैसला लिया है। नरेंद्र मोदी (Narendra Modi) सरकार से बुधवार को एक नोटिफिकेशन निकला है इस निर्देश में कहा गया है कि देखे और सुने जाने वाले कार्यक्रम और समचार व करेंट अफेयर्स अब सूचना मंत्रालय के नियंत्रण में लाए जाएंगे। यानि कि देश में चलने वाले सभी ऑनलाइन फिल्मों, ऑडियो-वीडियो कार्यक्रम, ऑनलाइन समाचार और अन्य कंटेंट अब सूचना और प्रसारण मंत्रालय के तहत आएंगे।
अभी डिजिटल कंटेंट को नियंत्रित करने वाला कोई कानून नहीं है-
इसे नियम को कार्य आंबंटन एक्ट 1961 के अधीन लाया जा रहा है और 357वां संशोधन अधिनियम 2020 कहा गया है। वर्तमान में, डिजिटल कंटेंट को नियंत्रित करने वाला कोई कानून नहीं है। प्रेस काउंसिल ऑफ इंडिया प्रिंट मीडिया पर नियंत्रित रखता है। वहीं न्यूज ब्रॉडकास्टर्स एसोसिएशन (एनबीए) समाचार चैनलों और एडवरटाइजिंग स्टैंडर्ड्स काउंसिल ऑफ इंडिया विज्ञापन पर निगरानी करता है। फिल्मों के लिए केंद्रीय फिल्म प्रमाणन बोर्ड (CBFC) है जो सिनेमाघरों में रिलीज होने वाली फिल्मों की निगरानी के लिए जिम्मेदार है। लेकिन ओटीटी और ऑनलाइन न्यूज पोर्टल के लिए अबतक कोई कानून या निकाय नहीं था।
भारत के राष्ट्रपति रामनाथ कोविंद (Ram Nath Kovind) द्वारा इस आदेश पर हस्ताक्षर किए गए हैं जो कि तत्काल प्रभाव से लागू होगा। एएनआई ने ट्वीट कर बताया, ‘सरकार ने सूचना और प्रसारण मंत्रालय के तहत अब ऑनलाइन फिल्मों और ऑडियो-विज़ुअल कार्यक्रमों, ऑनलाइन समाचार और अन्य कंटेंट को इसके अंतर्गत लाने के आदेश जारी किए हैं।’
