AdityaTripathi:- बीते एक साल में पूरी दुनिया और देश भर ने कोरोना संक्रमण का सामना किया है। छत्तीसगढ़ भी इससे अछूता प्रदेश ना था और बाकी सब प्रदेशों की तरह यहाँ भी लॉकडाउन का पालन करने की भरपूर कोशिश की गयी। लेकिन राज्य की गिरती अर्थव्यवस्था को देखते हुए संक्रमण के बावजूद आपदा के बीच प्रदेश में शराब दुकानें खोली गयी। हर तरफ अफरा तफरी के माहौल में भी शराबियों ने थोड़ी राहत की सांस ली फिर चाहे इसका मूल्य जो हो।
आपदा को अवसर में बदलने की तरकीब में दाऊ जी (माननीय भूपेश बघेल जी) की सरकार ने हर बोतल पर कर बढ़ाने की नीति को अपनाया। लिहाज़ा सरकार की तरफ से ये घोषणा हुई कि हर बोतल पर कोरोना टैक्स के नाम से शराब की दरें बढ़ेंगी। इस हिसाब से देसी दारू की फुटकर बिक्री पर प्रति नग 10 रुपये की दर से 198 करोड़ और अंग्रेजी दारू से 10 फीसद की दर से विशेष कोरोना शुल्क 166 करोड़ 55 लाख की कमाई सरकार अपने खाते में जमा करने में कामयाब रही। लेकिन हालही में हुए विधान सभा सत्र में इस बात का खुलासा हुआ कि जिस चीज़ के लिए इतने कोरोना शुल्क लगाए गए थे वहां अब तक ये राशि पहुंचीं ही नहीं है।
बात का खुलासा विधानसभा में हुआ
छत्तीसगढ़ सरकार की तरफ से जो शुल्क शराब पर कोरोना टैक्स के नाम पर लगाए गए थे वो स्वास्थ्य, शिक्षा और अधोसंरचना के नाम पर थे। लेकिन हालही की विधान सभा सत्र में भाजपा विधायक अजय चंद्राकर द्वारा उठाये गए प्रश्नों पर जैसे – “कितने प्रकार का कोरोना शुल्क लगाया गया? कोरोना शुल्क लगाने का कारण क्या है? अब तक कितने पैसे खर्च हुए?” पर जब आबकारी मंत्री कवासी लखमा ने जवाब न देकर मंत्री मोहम्मद अकबर ने स्पष्टीकरण दिया तो मामले की फेर बदल का अंदाज़ा हुआ। अपनी सरकार के बचाव में मोहम्मद अकबर ने कहा- “अब तक राशि खर्च नहीं की गई है।
इसके लिए एक प्राधिकरण का गठन किया गया है। अनुशंसा के बाद इस राशि का खर्च होगा।” इससे गौतलब है कि राज्य के उन नागरिकों की जेब से जो पैसा निकाला गया अत्यधिक कोरोना शुल्क कहकर वो अब तक अपने सही स्थान तक नहीं पंहुचा है।
कोरोना के रोकथाम में क्यों नहीं उपयोग किया गया पैसा
भूपेश बघेल की सरकार पर निशाना साधते हुए अजय चंद्राकर ने साफ़ साफ़ सरकार की कूटनीतियों पर घाव दिए हैं। उन्होंने कहा कि – “कोरोना की राशि का दुरुपयोग हो रहा है। जनता पर लगाए टैक्स पर डाका डाला जा रहा है। कोरोना निकल गया, लेकिन स्वास्थ्य विभाग को अब तक एक रुपये भी नहीं दिया गया। क्या स्वास्थ्य विभाग को राशि दी जाएगी?” लेकिन ये सवाल प्रदेश सरकार के पिछले एक साल के किये गए सभी छोटे बड़े फैसलों पर प्रश्न चिन्ह लगाता है।
क्या वाकई में प्रदेश सरकार जो फैसले ले रही है या जो कार्य कर रही है उसका सही निष्पादन हो भी रहा है? लोगों से वसूली गयी उन्ही की जमा पूंजी का सही ब्यौरा देने में सरकार फिलहाल असमर्थ नज़र आ रही है और आगे भी इस जमा की हुई राशि को कहाँ इस्तेमाल किया जाएगा वो तो आगे समय ही बताएगा।
